the City’ was commissioned by the Shrinking Cities
research project as a collaboration between Joshua Bolchover
(Newbetter) and Kevin Ward – an urban geographer at
the University of Manchester. Conceived as a graphic tablecloth,
the piece depicts the strategic shift of Manchester City
Council from the local socialist voice of "Defending
Jobs, Improving Services", to the dynamic rhetoric of "Making
it Happen", that attempted to re-position Manchester
as an important global city. Its mechanism was the formation
of public-private partnerships that involved key figures
from the public and private sectors that would later be known
as the "Manchester Mafia". The tablecloth highlights
six case studies to illustrate this shift, and to demonstrate
the integration of the private sector into the decision making
structure of the Manchester Town Hall.
